Shri Manoj Kumar Deka is a seasoned civil servant with extensive administrative experience spanning more than three decades in the Government of Assam. Known for his amiable personality, balanced approach to governance, citizens-centric policy implementation and effective dispute resolutions, he brings a wealth of knowledge in public administration, regulatory affairs, and land management.

Born on 1 February 1960, Shri Deka completed his matriculation in 1975 from Shillong. He pursued higher education at Cotton College, graduating before obtaining his Post-Graduate degree in English Literature from Gauhati University.

He joined the Assam Civil Service in 1984 and began his career as an Executive Magistrate in Goalpara. Over the course of his distinguished career, he served the Government of Assam in a variety of key administrative roles including Circle Officer, Sub-Divisional Magistrate (SDM), Director, and Deputy Commissioner, handling a broad range of governance responsibilities. In 2015, in recognition of his long and meritorious service, he was nominated to the Indian Administrative Service (IAS).

During his tenure, Shri Deka gained extensive experience in land administration and dispute resolution. As Assistant Settlement Officer during the Guwahati Re-Settlement Operations, he dealt with diverse and complex land matters, providing him with a unique opportunity to hear and resolve numerous land-related disputes. His administrative acumen further expanded during his postings as Sub-Divisional Magistrate in Hojai and District Magistrate in Karimganj and Sonitpur, where he handled issues relating to land administration, development activities, law and order, citizen-centric issues/public grievances and various regulatory matters.

Shri Deka also served as Director of Fisheries and Director of Tourism, where he gained significant experience in sectoral administration and policy implementation in these important fields. He retired from government service in 2020 as Director of Training at the Assam Administrative Staff College. Thereafter, he continued to contribute his administrative expertise by serving as Secretary to the Assam Electricity Regulatory Commission, where he was associated with regulatory matters in the power sector. With his long experience in administration, land governance, regulatory affairs and effectiveness in handling sensitive public issues, Shri Manoj Kumar Deka brings valuable insight into conflict resolution, public policy, and institutional governance.
